services are given to the individual or to the family<br />

whereas inclusion relates to the environment; to the<br />

presence or absence of barriers and to the individual’s<br />

sense of belonging. Supports and services are the tools to<br />

be used, not the outcomes to be achieved. Supports to an<br />

individual may make participation possible, but unless the<br />

environment is welcoming, that individual may not be or<br />

feel included.<br />

The Role and Responsibility of Families of<br />

Persons with Intellectual Disabilities<br />

For the purposes of this report, “families” refers not only to<br />

parents and siblings but to the extended family and those<br />

with whom a person chooses to share his or her life. It<br />

does not refer to paid caregivers or service providers or<br />

people one may be living with but with whom one has not<br />

chosen to have a relationship (e.g.: roommates in a group<br />

home where a person is “placed”).<br />

In Siaya, Fidel has big ideas for<br />

his future.<br />

“I want to live in an apartment in<br />

Nairobi and work as a doctor in a<br />

hospital, or maybe as a footballer. I<br />

will have my own family, a fridge and<br />

a car.”<br />

In contrast, Fidel’s mother had simpler<br />

ambitions for her son, saying:<br />

“I want him to be able to take care<br />

of himself and to live in the<br />

community like any other person,<br />

without discrimination. I want my son<br />

to be included.”<br />

Since the first global commitment to human rights in the<br />

Universal Declaration of Human Rights (1948), the family<br />

has been recognized as “the natural and fundamental<br />

group unit of society … entitled to protection by society<br />

and the State.” The Convention on the Rights of<br />

the Child recognized that “the family should be<br />

afforded the necessary protection and assistance<br />

so that it can fully assume its responsibilities<br />

within the community”. The Convention on the<br />

Rights of Persons with Disabilities (CRPD)<br />

recognizes that families have a role to play in<br />

ensuring that persons with disabilities can exercise<br />

their rights and stipulates “persons with disabilities<br />

and their family members should receive the<br />

necessary protection and assistance to enable<br />

families to contribute towards the full and equal<br />

enjoyment of the rights of persons with<br />

disabilities.”
