Supporting People in High Income Countries<br />
In countries where government and community resources<br />
are being spent to support people who have an intellectual<br />
disabilities and their families we heard consistently about<br />
waiting lists for services, a continued emphasis on<br />
segregated programmes like group homes, sheltered<br />
workshops and isolation in the community. While many<br />
countries have moved away from former institutional<br />
settings, we heard from self-advocates and families that<br />
isolation and exclusion continue to be the norm. The<br />
services and supports that were set up in the community to<br />
move people out of institutions or to keep people from<br />
entering institutions, while they have improved people’s<br />
lives, have often failed to achieve real inclusion.
