some low income<br />
countries reported that<br />
there is legislation or<br />
policy that promote the<br />
employment of people<br />
with disabilities,<br />
respondents<br />
commented that those<br />
policies have been<br />
ineffective and poorly<br />
implemented. Where<br />
there has been some<br />
employment progress it<br />
usually is for people<br />
with mild physical<br />
disabilities e.g. a person<br />
with low vision.
