Response Rates<br />

screener was conducted, the <strong>in</strong>terviewer returned to adm<strong>in</strong>ister the<br />

background questionnaire and exercise booklet, which were adm<strong>in</strong>istered on<br />

the same visit.<br />

The background questionnaire took approximately 20 m<strong>in</strong>utes to adm<strong>in</strong>ister<br />

and could be conducted <strong>in</strong> English or Spanish (us<strong>in</strong>g the Spanish pr<strong>in</strong>ted version)<br />

only. In the <strong>in</strong>troduction to the background questionnaire, the respondent was<br />

told that he or she would be given a check <strong>for</strong> $20 <strong>in</strong> appreciation of the time and<br />

ef<strong>for</strong>t <strong>in</strong>volved <strong>in</strong> complet<strong>in</strong>g the <strong>in</strong>terview, questionnaires, and assessment. The<br />

background questionnaire was divided <strong>in</strong>to six sections and collected<br />

demographic data as well as data on literacy-related behaviors. Respondents from<br />

each of the 11 participat<strong>in</strong>g states were asked five state-specific questions, which<br />

appeared at the end of the questionnaire.<br />

When the background questionnaire was completed, the <strong>in</strong>terviewer<br />

adm<strong>in</strong>istered the exercise booklet, which took approximately 45 m<strong>in</strong>utes. There<br />

were 26 different versions of the exercise booklet, and each version had a<br />

correspond<strong>in</strong>g <strong>in</strong>terview guide, which the <strong>in</strong>terviewer used to facilitate the<br />

respondent’s completion of tasks <strong>in</strong> the booklet.<br />

For the prison population, the <strong>in</strong>terviewer <strong>in</strong><strong>for</strong>med the selected <strong>in</strong>mate<br />

about the study us<strong>in</strong>g an <strong>in</strong>troduction pr<strong>in</strong>ted <strong>in</strong> the background questionnaire<br />

s<strong>in</strong>ce there was no screener. As part of the <strong>in</strong>troduction, the <strong>in</strong>terviewer <strong>in</strong>dicated<br />

that the <strong>in</strong>mate would receive a certificate of participation if he or she completed<br />

the survey. Because of vary<strong>in</strong>g prison regulations, it was not possible to pay<br />

<strong>in</strong>mates $20 <strong>for</strong> their participation and so they received the certificate. The<br />

background questionnaire and exercise booklet were adm<strong>in</strong>istered us<strong>in</strong>g the same<br />

procedures as <strong>for</strong> the household population.<br />

S<strong>in</strong>ce there were three <strong>in</strong>struments — screener, background questionnaire,<br />

and exercise booklet — required <strong>for</strong> the adm<strong>in</strong>istration of the survey, it was<br />

possible <strong>for</strong> a household or respondent to refuse to participate at the time of<br />

the adm<strong>in</strong>istration of any one of these <strong>in</strong>struments. Thus, response rates were<br />

calculated <strong>for</strong> each of the three <strong>in</strong>struments. For the prison sample there were<br />

only two po<strong>in</strong>ts at which a respondent could refuse — at the adm<strong>in</strong>istration of<br />

either the background questionnaire or exercise booklet. The response rates<br />

presented below reflect the percentage of those who had the opportunity to<br />

participate at each stage of the survey. The response rates <strong>for</strong> the national<br />

household and prison samples are as follows.<br />
