Chapter 3: Getting started<br />

<strong>for</strong>estry VCM project is a viable option. Project developers must take<br />

stock of the resources available, determine the costs of the project, and<br />

identify the risks and challenges likely to arise. Such questions can be<br />

answered by conducting a feasibility assessment, taking account of the<br />

local circumstances using, <strong>for</strong> example, the following criteria.<br />

3.1.1 Site screening<br />

A potential <strong>for</strong>estry VCM project developer should ask the following<br />

questions about the area being considered:<br />

£ Does the area have a high population density?<br />

Is the land tenure situation insecure (either de jure or de<br />

facto)?<br />

Is the area too small to provide food <strong>for</strong> the land owners<br />

through subsistence farming?<br />

Is there a recent history of declining agricultural yields due<br />

Is there a lack of cohesion or coordination among<br />

community members, making negotiation processes<br />

complicated?<br />
