Is the area subject to ongoing in-migration, driving up<br />
pressure on natural resources?<br />
Does fuelwood demand <strong>for</strong> domestic use contribute to<br />
pressure on <strong>for</strong>est ecosystems?<br />
Is the community openly opposed to <strong>carbon</strong> trading and/or<br />
specific investors?<br />
£ Are there any active land disputes?<br />
£ Is there a history of local government corruption?<br />
£ Is there a history of illegal logging?<br />
On government-owned lands:<br />

Is there a history of encroachment/illegal settlement on<br />
public land?<br />
Are farmers operating on government land without<br />
recognized long-term land-use rights?<br />
The more questions to which the answer is “yes”, the more challenging<br />
it will be to successfully implement a <strong>for</strong>estry VCM project. It is<br />
important to remember that the determining factor of a VCM project<br />
is the generation of <strong>carbon</strong> credits. While it is all but certain that some<br />
of the issues on the checklist above will arise, and indeed help give the<br />
project additionality, if a developer has to address too many of them at<br />
once the generation of <strong>carbon</strong> credits may be at risk. The result of the<br />
site screening checklist, there<strong>for</strong>e, may be used to indicate the following<br />
