<strong>Community</strong> <strong>guidelines</strong> <strong>for</strong> <strong>accessing</strong> <strong>for</strong>estry <strong>voluntary</strong> <strong>carbon</strong> markets<br />

This chapter’s objectives are to:<br />
• Outline the documentation process <strong>for</strong> <strong>for</strong>estry VCM project<br />
development (PIN, PD/PDD);<br />
• Describe the in<strong>for</strong>mation that must be covered in the different<br />
documents.<br />
These <strong>guidelines</strong> provide practical advice <strong>for</strong> generating financial benefits<br />
through <strong>for</strong>estry VCM projects. Twenty years of experience have shown<br />
that, in order to succeed, such projects must meet three key challenges:<br />
1. Achieve reductions in <strong>carbon</strong> emissions or enhance removals by<br />
sinks which are:<br />
• measurable, and can be reported and verified;<br />
• real and permanent.<br />
This is the most basic measure of success. A <strong>for</strong>estry VCM project will<br />
not generate revenue from the VCM unless it actually stores <strong>carbon</strong><br />
and/or reduces greenhouse gas emissions! This has to be proven by<br />
measuring how many tons of <strong>carbon</strong> dioxide a <strong>for</strong>estry VCM project<br />
has taken out of the atmosphere, or has prevented from being emitted.<br />
This measurement must be done using a reliable and widely-recognized<br />
method (according to the standards outlined in chapter 2).<br />
