<strong>Community</strong> <strong>guidelines</strong> <strong>for</strong> <strong>accessing</strong> <strong>for</strong>estry <strong>voluntary</strong> <strong>carbon</strong> markets<br />

3.2 Assembling the resources<br />

Once a decision is made to move <strong>for</strong>ward with a <strong>for</strong>estry VCM project,<br />

the <strong>for</strong>est manager must assemble the resources that are needed<br />

to begin. The steps involved in getting to the starting line are set out<br />

below.<br />

3.2.1 1 st step: find a reliable guide<br />

Identify public agencies or NGOs that can serve as “in<strong>for</strong>mation brokers.”<br />

These are the organizations that can help with capacity building,<br />

dissemination of in<strong>for</strong>mation and training services related to project<br />

design and implementation. Readers of these Guidelines should find<br />

themselves equipped <strong>for</strong> this role. Smallholders and local communities<br />

may also need the services of research bodies or organizations that can<br />

provide assistance on issues such as establishing tree nurseries and<br />

small-scale plantations, <strong>carbon</strong> stock assessments and monitoring.<br />

Guidance will also be needed in legal matters, concerning, <strong>for</strong> example,<br />

‘<strong>carbon</strong> rights’ (see Box 7) and resource distribution (or ‘benefit sharing’).<br />

Two useful resources are freely available online:<br />

• “Payments <strong>for</strong> Ecosystem Services (PES) Contract Clauses<br />

Library”, from the Katoomba Group 26<br />

• “Payments <strong>for</strong> Ecosystem Services - Legal and Institutional<br />

Readiness”, from Forest Trends. 27<br />
