Introduction to the <strong>guidelines</strong><br />

These <strong>guidelines</strong> will explain the step-by-step process <strong>for</strong> developing<br />

and implementing a successful <strong>for</strong>estry VCM project, by answering<br />

these key questions<br />

• “What types of <strong>for</strong>estry VCM projects can be undertaken?”<br />

• “When is starting up a <strong>for</strong>estry VCM project a good idea?”<br />

• “How can a <strong>for</strong>estry VCM project be developed?”<br />

• “What does it take to implement a <strong>for</strong>estry VCM project<br />

successfully and verifiably?”<br />

Who could benefit from using these <strong>guidelines</strong>?<br />

These <strong>guidelines</strong> are meant <strong>for</strong> a broad audience, including rural<br />

communities, smallholders, NGOs, government officials, and/or partners<br />

who work with or advise these other groups.<br />

<strong>Community</strong>-based <strong>for</strong>est managers<br />

A growing proportion of <strong>for</strong>estry VCM projects are managed by<br />

community groups and the sector is taking note of this fact. The Plan<br />

Vivo standard (see Chapter 2) only certifies land-use projects designed<br />

by communities. This audience includes many types of community-based<br />

<strong>for</strong>est management groups throughout the Asia-Pacific region, such as<br />

<strong>Community</strong> Forest User Groups (CFUGs) in Nepal, Forest Protection<br />

Committees (FPCs) in India, <strong>Community</strong>-based Forest Management<br />
