each other to learn. Some <strong>for</strong>est managers have the resources to build<br />

such a team as part of their business, by identifying members of their<br />

existing staff who have the necessary skills, and by hiring new people<br />

to fill in the gaps. But many smallholders and rural communities who<br />

manage <strong>for</strong>ests do not run their <strong>for</strong>est operations as a business, and do<br />

not hire staff. They must rely on their family and community networks<br />

<strong>for</strong> help with both technical and management issues.<br />

Whether the <strong>for</strong>est in the proposed project area is being managed as<br />

a business or as a community venture, there are many specific roles<br />

that need to be filled in order to build a team <strong>for</strong> <strong>for</strong>estry VCM project<br />

development. These roles include:<br />

• Project manager: To<br />

take responsibility <strong>for</strong><br />

decisions relating to<br />

project development and<br />

implementation, and assign<br />

roles within the project team.<br />

Management capacity<br />

is one of the general<br />

evaluation criteria <strong>for</strong> CCB<br />

Standards<br />

• Accountant: In the case of a community-managed project,<br />

both this and the management role may be taken up by<br />

members of an elected committee.<br />

• Communications officer: To liaise with external contacts,<br />

including business and legal experts.<br />

• Technical coordinator: To lead implementation of <strong>for</strong>est<br />

management activities.<br />

• Administrator: To design, implement and control reporting<br />

procedures.<br />

• Monitoring officer: To ensure the project is on target to meet<br />

its goals and objectives, to manage data and carry out internal<br />

project verification.<br />

Sometimes, one person can take on more than one role, or one role<br />
