<strong>Community</strong> <strong>guidelines</strong> <strong>for</strong> <strong>accessing</strong> <strong>for</strong>estry <strong>voluntary</strong> <strong>carbon</strong> markets<br />
can be split between several different people. This all depends on the<br />
scale of the project, and the human and financial resources that are<br />
available. As activities progress and operational activities increase, the<br />
responsibilities and workload will become greater.<br />
3.2.4 4 th step: Identify the required specialist help<br />
Many of the specialized skills required <strong>for</strong> starting a <strong>for</strong>estry VCM project<br />
are still confined to a few professionals. It is unlikely that these skills will<br />
be found within local communities. The next question then is how to<br />
secure and pay <strong>for</strong> professional help to help design and carry out the<br />
project.<br />
The following professionals will be able to provide help:<br />
• Foresters: Professional <strong>for</strong>estry services may already be<br />
available from the government or the private sector. But not<br />
all <strong>for</strong>esters have adapted their skills <strong>for</strong> the <strong>for</strong>estry VCM. To<br />
be of use to a <strong>for</strong>estry VCM project, a professional <strong>for</strong>ester<br />
must be able to advise on how to adapt <strong>for</strong>est inventory<br />
procedures to take account of <strong>carbon</strong> stocks.<br />
• Project designers: Designing and writing documents <strong>for</strong><br />
<strong>for</strong>estry VCM projects is a complicated process. A whole new<br />
profession has developed to serve it. Forestry VCM project<br />
designers must combine knowledge of <strong>carbon</strong> project methods<br />
with monitoring and evaluation of social and environmental<br />
impacts. More likely than not, help from more than one<br />
professional will be needed to complete the project design<br />
documents.<br />
• Remote sensing engineers: Forestry VCM projects need to use<br />
sophisticated monitoring techniques to keep track of changes<br />
in <strong>carbon</strong> stocks over time. ‘Remotely sensed’ data from<br />
Geographic In<strong>for</strong>mation Systems (GIS) will likely be needed<br />
