schools suffer by reas<strong>on</strong> <strong>of</strong> the size <strong>of</strong> the school populati<strong>on</strong> and<br />

size <strong>of</strong> the classes. Of 22 schools, each enrolling over 2,000 pupils<br />

(the medium school size being 820.5), 18 are all or predominantly<br />

Negro, and almost all <strong>of</strong> the 22 have double-shift classes. The<br />

committee suggested that redistricting, c<strong>on</strong>structi<strong>on</strong> <strong>of</strong> new schools<br />

in appropriate locati<strong>on</strong>s or transport <strong>of</strong> students to less crowded<br />
