Tennessee<br />
Initial desegregati<strong>on</strong> is expected in the fall <strong>of</strong> <str<strong>on</strong>g>1961</str<strong>on</strong>g> in Knox and Washingt<strong>on</strong><br />
Counties, Elizabetht<strong>on</strong>, Kingsport, and Johns<strong>on</strong> City, all <strong>of</strong><br />
which have announced grade-a-year plans. 179 At the behest <strong>of</strong> the<br />
Federal district court, Knoxville has announced that Negro high school<br />
pupils will be admitted to a white high school for vocati<strong>on</strong>al and technical<br />
courses not <strong>of</strong>fered at the Negro schools. 180<br />
Florida<br />
The Volusia County School Board has granted the applicati<strong>on</strong> for reassignment<br />
<strong>of</strong> two Negro girls to a previously all-white school and denied<br />
a third. These were the first applicati<strong>on</strong>s under the Florida pupil assignment<br />
law <strong>of</strong> 1956.<br />
Another Orchard Villa situati<strong>on</strong> 182 is expected in Dade County. A<br />
change in school z<strong>on</strong>ing has placed 200 Negro families in the area <strong>of</strong> a<br />
white school. White parents in the neighborhood have been notified that<br />
their children may apply for transfer. 183<br />
Arkansas<br />
In resp<strong>on</strong>se to the order <strong>of</strong> the United States Court <strong>of</strong> Appeals, the<br />
Little Rock School Board has announced expansi<strong>on</strong> <strong>of</strong> its desegregati<strong>on</strong><br />
program to four <strong>of</strong> its five junior high schools in September <str<strong>on</strong>g>1961</str<strong>on</strong>g>. This<br />
is to be accomplished by assignment <strong>of</strong> 25 Negroes. As a result <strong>of</strong> new<br />
assignments, the number <strong>of</strong> Negro students in the city's 3 formerly white<br />
high schools will jump from 11 to 24. One <strong>of</strong> the three, Technical High<br />
School, will have Negro students for the first time. 184<br />
Dollarway School District which, under prodding <strong>of</strong> Federal courts,<br />
is putting its grade-a-year desegregati<strong>on</strong> plan into effect in the fall <strong>of</strong><br />
<str<strong>on</strong>g>1961</str<strong>on</strong>g>, will have <strong>on</strong>e additi<strong>on</strong>al Negro pupil. On the day set for registrati<strong>on</strong><br />
in May <str<strong>on</strong>g>1961</str<strong>on</strong>g>, <strong>on</strong>ly <strong>on</strong>e Negro appeared. 185<br />
Delaware<br />
The prospects in Delaware have completely changed as a result <strong>of</strong> the<br />
disapproval <strong>of</strong> the State's grade-a-year plan by the United States Court<br />
<strong>of</strong> Appeals for the Third Circuit. The Federal district court was instructed<br />
to require the State Board <strong>of</strong> Educati<strong>on</strong> to submit a new program<br />
to accommodate all Negro pupils seeking n<strong>on</strong>discriminatory admissi<strong>on</strong><br />
to any grade beginning in the fall <strong>of</strong> <str<strong>on</strong>g>1961</str<strong>on</strong>g> and to provide for increasing<br />
