These two movements developed into the Reformed Presbyterian Church of Scotland and the Associate Church of Scotland respectively, and their members migrated to America because of religious and political upheaval in Britain. The two merged in 1782 and eventually became known as the Associate Reformed Presbyterian Church. The church continues its commitment to the fundamental truths on which it was founded: the Lordship of Jesus Christ and the free offer of the Gospel of grace. We are a Presbyterian and Reformed Chuch rooted in the historic Reformed tradition as expressed in the Westminster Confession of Faith and Catechisms. Each local congregation elects ruling elders to the session, and deacons to the diaconate. In this representative form of government, the session oversees the total ministry of the congregation and is concerned primiarily with the spiritual life of the church. The diaconate is concerned primarily with material needs. The governing body above the local session is the presbytery, which oversees a group of congregations in a specific geographical area. The hightest governing body is the General Synod, composed of all ARP ministers and at least one elder from each congregation. The Synod meets annually to worship together and conduct business. The original 42 congregations were joined by other like-minded conservative Lutherans, and there has been more than a sixfold increase in the number of congregations. Members subscribe to the Apostles’, Nicene and Athanasian creeds; Luther’s Small Catechism; and the Unaltered Augsburg Confession. The Fundamental Principles and Rules for Work (1897) declare that the local congregation is the right form of the kingdom of God on earth, subject to no authority but the Word and the Spirit of God. Distinctive emphases are, (1) the infallibility and inerrancy of Holy Scriptures as the Word of God; (2) congregational polity; (3) the spiritual US RELIGIOUS BODIES 73
US RELIGIOUS BODIES unity of all believers, resulting in fellowship and cooperation transcending denominational lines; (4) evangelical outreach, calling all to enter a personal relationship with Jesus Christ; (5) a wholesome Lutheran pietism that proclaims the Lordship of Jesus Christ in all areas of life and results in believers becoming the salt and light in their communities; (6) a conservative stance on current social issues. It officially started in Southern California in 1982 under the leadership of John Wimber. The Board of Directors is the governing Board for Vineyard USA. The form of government is Free Church and thus the local Vineyards are free to govern as they desire as long as they do not violate the faith or practices of the Vineyard community. Vineyard USA consists of eight regions under the direction of a Regional Overseer. Each region also has Area Pastoral Care Leaders who give oversight to a small group of pastors in a geographic area.
