the rank of colonel. He was
appointed by President
Eisenhower as a member of
the Harding Committee,
whose recommendations
helped create the Federal
Aeronautics Administration.
President Kennedy appointed
him chairman of the Task
Force on National Aviation
Goals (Project Horizon).
