provocation, to cause injury or to otherwise threaten the safety of humans or
domestic animals,
(b) any dog which has, without provocation, bitten, inflicted injury, assaulted or
otherwise attacked a human or domestic animal,
(c) any dog which is owned primarily or in part for the purpose of dog fighting or
has been or is being trained for dog fighting, or
(d) an American Pitt Bull Terrier, Staffordshire Bull Terrier, American Staffordshire
Bull Terrier, Bull Terrier each as recognized any the Canadian Kennel Club, a Pit
Bull Terrier or Pit Bull, whether recognized by the Canadian Kennel Club, the
American Kennel Club or otherwise, and any dog whose breeding includes one
or more breeds enumerated in this paragraph.
Control of Dogs
The bylaw requires that:
"every Owner is responsible for ensuring that his or her domestic animal is not at
any time running at large in the municipality" and
".. with respect to any dog, every Owner is responsible for ensuring that the dog is
secured by a collar and leash suitable to the dog's size and the strength and that
such leash is under the control of the Owner or his or her agent".
There are several paragraphs that also refer to such things as a female dog in heat
and a whelping female dog.
With regard to vicious dogs, the bylaw requires to ensure that:
(a)

the dog is not permitted in any public place unless ... the dog is muzzled in
such a manner as to prevent it from being able to bite another domestic
animal or human; and
while the dog is on the premises of property owned by or within the
possession and control of the Owner it is contained within the premises on
such property or securely confined in a kennel located on the property
provided that the property is fenced or secured in such a manner that no
other domestic animals or children can access the kennel.
In addition the bylaw requires that:

Where any provision of the bylaw requires a kennel, the kennel must be at
least 1.83 meters in height and have a concrete, asphalt or wooden floor, and
sides and roof constructed of building materials that are sufficiently sturdy to
contain the domestic animal in a humane and safe manner, and have secure
fastening.
Where the animal is to be controlled within a property there must be a fence
1.83 metres high constructed in accordance with the municipality fence bylaw
requirement.
