Since the January meeting the applicant has provided more detail with regard to the
potential inclusion of land(s) into the ALR and the enhancement of a 41.5 ha parcel in
the ALR diagonally across the Lougheed Highway to the northwest of the subject
property. That neighbouring property is described as the remainder of the North East %
of Section 24, Townshipl4, New Westminster District. The applicant described the
improvements as:
• clearing the land of all debris;
• repairing the entire barn;
• removing all blackberry bushes;
• removing beaver dams to allow water to drain from the land;
• depositing clean soil subject to the provisions of the Agricultural Land Commission
Act, and
• installing chain-link fencing around a ± 0.4 ha area surrounding the barn, to allow
for safe storage of farm equipment.
Recently the applicant has undertaken improvements to that neighbouring property
on his own initiative as a gesture of good faith and without any assurances from the
Commission with respect to the disposition of his application.
On 01 May 2009, the South Coast Panel discussed the amended proposal and reached
a consensus that it would be appropriate to pursue a more in-depth review of the
applicant's proposal and associated agricultural improvement options, but only after
receiving information from the District of Mission regarding its technical planning review
of the industrial land supply in the community and future growth objectives for various
types of industry. The Commission believes that this information will be crucial to its
review of the proposal, thus further consideration of the application should be deferred
pending receipt of this planning information. The Commission does not know the timing
for receipt of this information from the District of Mission.
The Commission agreed that when it receives this information from the District of
Mission it will review it in relation to the application and associated proposals, and will
inform the applicant and the District of its disposition of the application.
The Commission will inform the applicant and the District of Mission about the foregoing
discussion and will not engage in further review of the application or discussion with the
applicant about the application and associated matters until it has considered information
provided by the District of Mission.
Nothing in these notes or previous communications with the applicant should be interpreted
to fetter the discretion of the Commission in future deliberations or decisions on
this application.
