Community Development Block Grant
2013 Budget Highlights:
2013 Capital Considerations:
CDBG award decreased 21% and HOME
decreased nearly 40% for 2012.
Vacant Block Grant Coordinator position
was eliminated.
For 2013, Block Grant will receive a
$10,000 General Fund match to help cover
administrative costs.
If Block Grant funding is further reduced,
additional budget reductions will be made.
Block Grant funded many projects serving
the community’s low income population,
such as:
o Public Services
o Boys & Girls Teen Center Construction
o Weatherization Services
o KCR Family Service Center Repairs
o Evergreen Park Accessible Playground
There are no capital considerations for the
Block Grant Program
2012 Accomplishments:
Block Grant successfully closed out American
Recovery and Reinvestment grant with
HUD.
City of Bremerton and Kitsap County Block
Grant Programs developed Housing Rehab
Standards for each Homeownership and
Rental Housing projects.
The new Coordinated Grant Application
(launched in 2011), merging three jurisdictions
and 8 funding streams into one funding process,
converted an all-paper process to a web based
application and online review tool
called Review Room.
Block Grant funded many projects serving the
community’s low income population, such as:
o Public Services
o Weatherization Services
o Oasis Teen Shelter Acquisition
o KCR Family Service Center Repairs
o Bay Vista and Built-in-Bremerton
Down Payment Assistance programs
2013 Goals:
Block Grant will continue to refine and improve
its new web-based Coordinated Grant application.
Block Grant will continue to seek opportunities
to streamline processes and create efficiencies
through collaboration with Kitsap County Block
Grant, and by seeking other opportunities for
staffing assistance, such as interns and
AmeriCorps.
City and County Block Grant will continue
collaboration on updating its “CDBG/
HOME Guidebook”, detailing the processes,
procedures and requirements of block grant
funding.
City and County Block Grant will collaborate
on updating its “Analysis of Impediments to
Fair Housing.”
