Interfund Transfers
distributed from one fund to pay for services
provided by another fund. Transfers from the
net amount received by a government will be
less than the gross levy as a result of delinquent
basis of the projected amount of property
taxes receivable.
a department or program.
Local Improvement District
Consists of a group property owners desiring
improvements to their property. Bonds can be
issued to finance these improvements, which
are repaid by assessments on their property.
Local Improvement District debt is paid for
by a compulsory levy (special assessment)
made against affected properties to spread out
the cost of a specific capital improvement or
service deemed to benefit primarily those
properties.
Modified Accrual Basis
The modified accrual basis of accounting is
used in governmental funds (general, special
revenue, debt service, and capital project
funds), expendable trust, and agency funds.
Under it, revenues and other financial resource
increments are recognized when they
become both measurable and available to finance
expenditures of the current period. Expenditures
are generally recognized when
they are incurred. The City budgets all funds
on a modified accrual basis.
