2013 Budget Highlights:
2013 Capital Considerations:
Staff will continue to protect public safety
through permit review and inspection.
Staff will continue to ensure the City’s
compliance with state mandates for building,
land use, and environmental protection
regulations.
Continue to support the City’s economic
revitalization by efficient and timely processing
of permits.
Community Development does not have
any capital expenditures in 2013.
2012 Accomplishments:
2013 Goals:
Implemented the city’s “One-Stop” permitting
center, which will include the intake and
issuance of both DCD and PW&U development
permits.
On-line permitting inspection system served
customers more efficiently.
Issued significant permits for Bremerton’s
revitalization, including SEEfilm Bremerton
Cinema, Bay Vista Senior Housing and other
BHA housing projects, Harrison Hospital,
and Bremerton Motorsports.
The City Council adopted the SKIA Sub-
Area Plan and Planned Action Ordinance,
and in doing so, creates a streamlined permit
review process and fosters economic development.
The City Council adopted the Shoreline Master
Program (SMP) update, and forwarded the
regulations to the State Department of Ecology
for review and approval. The update to
the SMP regulations has been a state mandate,
and staff has ensured that the city has
complied with all requirements.
Focus on continuous improvements to the
“One-Stop” permitting center to ensure excellent
customer service and quick permit
review times.
Continue to support the creation of new
housing units and other revitalization projects.
Support the sub-area plan development for
Gorst Watershed and during the plan’s public
process discuss the potential of this Urban
Growth Area (UGA) annexation.
Accomplish the first measures identified in
the SKIA subarea plan for implementation
such as expanding the City’s Community
Empowerment Zone.
Support regional planning efforts at the Kitsap
Regional Coordinating Council for population
allocation in Kitsap. This information
is vital for the City’s Comprehensive Plan
update process that is required to be complete
by 2016.
