<strong>The</strong> Court of Appeal currently has 11 judges, seven of whom were<br />
appointed in 2012. With 6,707 cases pending in court, each of the<br />
11 judges has a burden of 609 cases if they were to be divided up<br />
between them. Court of Appeal cases are, however, heard by a<br />
bench of three judges at a time. <strong>The</strong> recruitment of another 15<br />
judges is under way, and will be concluded before the end of the<br />
year as part of the response to the case backlog. Additionally, the<br />
Court of Appeal will be decentralised to Nyeri and Kisumu, where<br />
the highest number of cases has been filed.<br />
2.3 High Court<br />
Article 165 of the Constitution establishes the High Court and gives it<br />
original jurisdiction in all criminal and civil matters, and in interpreting<br />
the Bill of Rights. <strong>The</strong> High Court has appellate jurisdiction over the
