5.3.17 Jurisprudence and Judicial Practice: Repositioning the<br />
<strong>Judiciary</strong> Training Institute<br />
<strong>The</strong> importance of judicial education and learning cannot be<br />
gainsaid. Without a culture of continuous learning, judicial dialogue<br />
and peer review, there can be no genuine judicial transformation.<br />
In the past year, various steps have been taken to reposition the<br />
<strong>Judiciary</strong> Training Institute as a centre for excellence in judicial<br />
education and research. It has held a total of 46 training workshops<br />
and seminars in the last one year.<br />
JTI now has a five-year strategic plan, which provides a framework<br />
for nurturing it into a centre for robust intellectual exchange,<br />
a vibrant think tank, and a space for judicial thought on the<br />
intersection between law and other disciplines. In 2012/13, a Bill<br />
will be prepared to entrench the Institute firmly in legislation. With<br />
the attendant autonomy that would follow, it is envisaged that<br />
the Institute will ultimately offer accredited graduate degree<br />
programmes.<br />
5.3.18 Jurisprudence and Judicial Practice: Catalysing Judicial<br />
Dialogue on Constitutional Implementation<br />
<strong>The</strong> judicial education interventions of the Institute will neither be<br />
perfunctory nor ritualistic. In order to ensure that its programmes<br />
are multi-disciplinary and relevant to Kenya’s constitutional<br />
development needs, the JTI will continue focusing on generating<br />
judicial dialogue and knowledge on the practical issues that<br />
confront us today. In the past three months alone, the Institute<br />
has successfully conducted training for judges, magistrates and<br />
legal researchers on social and economic rights, social context<br />
and public interest litigation. <strong>The</strong>se training programmes will be<br />
expanded to enable the <strong>Judiciary</strong> to build itself into an institution<br />
that is up to its task of implementing the Constitution. <strong>The</strong> Institute<br />
will also establish further mechanisms for public engagement,<br />
building upon the experience of the open-day and the Judicial<br />
Marches Week conducted in August 2012. (See Annex on JTI training<br />
