5.4 Governance and Management: Outlook for 2012/13<br />
While this progress report presents a fairly comprehensive menu<br />
of actions undertaken and completed in 2011/12, the ambitious<br />
JTF agenda will demand even greater efforts to strengthen<br />
governance and management in 2012/13.<br />
<strong>The</strong> <strong>Judiciary</strong> Values and Ethics Framework, and the Code of Ethics<br />
and Conduct will be finalised. Ongoing culture change workshops<br />
will be completed by early 2013, and immediately translated into<br />
action and results-oriented culture change programmes for the<br />
centre and every court station and accountability centre in the<br />
<strong>Judiciary</strong>.<br />
A new human resource management and development (HRM&D)<br />
policy will be launched, while initial piloting of the Integrated<br />
Performance Management and Accountability System will be<br />
completed, evaluated and fine-tuned in readiness for full launch<br />
and rollout across the <strong>Judiciary</strong> in the 2013/14 year.<br />
In 2012/13, the complete design of the national and devolved<br />
organisational structures will be finalised and launched, supported<br />
by clear devolved roles and individual job descriptions. On<br />
the concomitant human resource side, a comprehensive job<br />
evaluation and grading will have been completed and linked to<br />
IPMAS and the new job descriptions.<br />
From the perspective of jurisprudence and judicial practice, a<br />
comprehensive framework for training, research, benchmarking,<br />
continuous learning, peer review and mentoring – involving<br />
partnering between JTI, the Supreme Court and regional and<br />
international peers and partners – will be firmly in place.<br />
Though challenging, particularly in the context of the 2013 election<br />
year, the governance and management outlook for the <strong>Judiciary</strong><br />
in 2012/13 remains positive overall.
