5.3.3 Other Initiatives focused on Organisational Philosophy and<br />
Culture<br />
During the year, initial steps to promote good governance in the<br />
<strong>Judiciary</strong> have included the launch of an online wealth declaration<br />
portal for all judicial officers and staff. Monitoring of compliance<br />
rates for submission of these wealth declarations is ongoing. In<br />
addition, the development of a specific <strong>Judiciary</strong> Values and Ethics<br />
framework is under way, alongside steps to update the <strong>Judiciary</strong><br />
Code of Ethics and Conduct to reflect key tenets of the Constitution.<br />
5.3.4 Establishing New Leadership and Management Structures<br />
Significant progress has been made in strengthening and improving<br />
leadership and management structures in the <strong>Judiciary</strong>. This begun<br />
with the reconstituted and revamped Judicial Service Commission<br />
which, in accordance with Section 14 of the Judicial Service Act,<br />
2011, has delegated some of its functions to its subcommittees.<br />
Standing sub-committees now exist for Human Resource<br />
Management, Legal and Technical matters and Finance and<br />
Administration, while ad-hoc committees are constituted on a<br />
needs basis. While the Human Resource Management and<br />
Finance and Administration sub-committees have focused on a<br />
large workload relating to their subject-matter areas, the Legal and<br />
Technical sub-committee has developed Regulations under Section<br />
47 of the Judicial Service Act, as well as amended proposals to the<br />
Environment and Land Court Act No. 19 of 2011 and the Industrial<br />
Court Act No. 20 of 2011 to enhance their operational efficacy.<br />
Within the <strong>Judiciary</strong>, the multi-stakeholder Leadership and<br />
Management Committee is now firmly established, while at<br />
devolved level, these committees exist in all High Court stations.<br />
In addition, executive offices/secretariats are currently being<br />
established and strengthened for the Chief Justice, Deputy Chief<br />
Justice, Chief Registrar, the President of the Court of Appeal, the<br />
Presiding Judge of the High Court, the Heads of High Court Divisions<br />
and Heads of Stations.<br />
A particular highlight of the year has been the splitting of the<br />
Office of the Chief Registrar vertically (between five registrars)
