State of <strong>Judiciary</strong> 2011-2012<br />

<strong>The</strong> administration of justice will only succeed if the principles of<br />
coordination, cooperation, and complementarity guide interagency<br />
relations. <strong>The</strong> entire assembly line of justice must operate<br />
efficiently and effectively, and the work that has already begun<br />
at the NCAJ must be strengthened and institutionalized.<br />
Overall, I am happy to state, as will be evident in the pages<br />
of this Report, that the <strong>Judiciary</strong> has done extremely well over<br />
the past year. However, the ruinous nature in which we found<br />
it leaves no doubt in my mind that a lot more still needs to be<br />
done in order to meet the aspirations of the people of Kenya, in<br />
whose service we labour. It is a matter of fact that considerable<br />
financial, political and professional investment still needs to be<br />
made to enable the <strong>Judiciary</strong> to realise its objectives and play<br />
its role in the fulfillment of the rich promise of democracy.<br />
<strong>The</strong> <strong>Judiciary</strong> takes this opportunity to express its appreciation to<br />
the people of Kenya for the support and confidence they have<br />
extended to the institution and its leadership. We would also<br />
like to acknowledge the two other arms of Government -- the<br />
Legislature and the Executive -- for their strong support in the past<br />
one year. In the coming year, we look forward to furthering our<br />
productive collaboration in the execution of our constitutional<br />
mandates for the benefit of the Kenyan people. I would also<br />
like to express my immense gratitude to the Judicial Service<br />
Commission (JSC) for its diligence and extremely hard work in<br />
the past year, and to the staff of the <strong>Judiciary</strong> for its dedication<br />
in achieving these results, the uncertainties and challenges of<br />
transition notwithstanding.<br />
<strong>The</strong> <strong>Judiciary</strong> remains committed to delivering on its constitutional<br />
mission in the interest and service of the people of Kenya. <strong>The</strong><br />
transformation of the <strong>Judiciary</strong> has only just begun -- and it is an<br />
enduring, long-term undertaking. I would like to invite the people<br />
of Kenya, the Legislature, the Executive and other stakeholders<br />
to consider what we have accomplished in the first year as the<br />
initial returns on their investment.<br />
