In line with the principles of the Paris, Accra and Busan declarations<br />
on aid effectiveness, discussions are well advanced with the UNDP<br />
and bilateral development partners to establish a Basket Fund<br />
through which all support to the <strong>Judiciary</strong> would be channeled.<br />
Additionally, the <strong>Judiciary</strong> is also providing leadership in discussions<br />
on a second basket fund through which funding to non-state actors<br />
and civil society organisations who wish to work with the <strong>Judiciary</strong><br />
will be channeled.<br />
However, the mobilization of funds from development partners is<br />
considered a short to medium term measure. <strong>The</strong> financing of the<br />
<strong>Judiciary</strong> should in the long term should be entirely borne by the<br />
Kenyan taxpayer.<br />
6.6 Finance and Resource Development – Outlook for 2012/13<br />
6.6.1 Medium-Term and 2013/14 Budget Outlook<br />
In order for the <strong>Judiciary</strong> to implement its mandate as stipulated<br />
in the Constitution and detailed in the <strong>Judiciary</strong> Transformation<br />
Framework, significant resource increases will be required even as<br />
the <strong>Judiciary</strong> continues to increase its share of the National Budget.<br />
Figure 6.5 presents an overall perspective on current and future<br />
resource requirements.<br />
