6.6.3 Finance and Resource Development – Priority Initiatives for<br />
2013/14<br />
Target initiatives in 2013/14 will fall into three main categories; those<br />
relating to strengthening of PFM and the <strong>Judiciary</strong> Fund; those<br />
relating to the mobilisation and development of resources; and<br />
those that create a value for money culture across the <strong>Judiciary</strong>.<br />
In terms of PFM/<strong>Judiciary</strong> Fund strengthening, attention will be<br />
focused on comprehensive systems reviews and needs assessments<br />
within the context of an Integrated <strong>Judiciary</strong> Management<br />
Information System that links judicial, court and case management<br />
processes with judicial administration and general administration<br />
(accounts, finance, human resources, procurement) processes.<br />
Options for securing and/or installing systems that can be<br />
interfaced with Government’s Integrated Financial Management<br />
Information System (IFMIS) and Integrated Personnel and Payroll<br />
Database (IPPD) will be vigorously pursued. However, an equal<br />
focus must be placed on systems that are “<strong>Judiciary</strong>-fit-forpurpose”.<br />
<strong>The</strong> mobilisation and development of resources is an ongoing<br />
process. <strong>The</strong> <strong>Judiciary</strong> will continue to actively participate in<br />
Government’s MTEF process. Ongoing discussions with regard to<br />
support from local and international development partners will<br />
continue.<br />
Technical discussions will need to be held with Parliament on<br />
aspects such as the <strong>Judiciary</strong>’s resource ceiling, and its revenue<br />
retention capability, especially with the coming into place of the<br />
<strong>Judiciary</strong> Fund.<br />
Finally, in the coming year, a <strong>Judiciary</strong> Values and Ethics Framework<br />
will be established, while revisions to the <strong>Judiciary</strong> Code of Ethics<br />
and Conduct will be finalised.<br />
From a PFM perspective, attention will be focused on the uses<br />
of innovative tools and techniques (e.g., unit/standard cost<br />
databases to guide buying/procurement, ICT tools to manage the
