and horizontally (between seven directorates, each headed<br />
by a director). All 12 new position holders are now in place,<br />
playing a crucial role in leading the <strong>Judiciary</strong>’s transformation.<br />
A professional <strong>Judiciary</strong> Transformation Secretariat, headed by<br />
a Judge, has also been established to coordinate the overall<br />
transformation.<br />
5.3.5 Initial Streamlining of the Organisation Structure<br />
Beyond the establishment of leadership and management<br />
structures, work on organisational restructuring has focused<br />
on basic streamlining as part of the culture change towards<br />
a more collaborative, and less directive approach to guiding<br />
the work of the <strong>Judiciary</strong>. This has occurred at two levels – first,<br />
within the judicial staff cadre; and second, within the High<br />
Court and Magistrate Court stations with a view to launching<br />
the <strong>Judiciary</strong>’s overall strategy for devolution. <strong>The</strong>se initial,<br />
building-block processes will lead to the finalisation and rollout<br />
of a comprehensive national and model devolved level<br />
organisational structure in 2012/13.<br />
5.3.6 Institutionalising Performance Management<br />
For the first time ever, performance management is being<br />
institutionalised in the <strong>Judiciary</strong>. A Performance Management<br />
Directorate has now been established, and a Director for<br />
Performance Management, who reports directly to the Chief<br />
Justice, has been competitively recruited. Further, the draft<br />
Integrated Performance Management and Accountability<br />
Framework (IPMAF) and System (IPMAS) are at an advanced<br />
stage and will be piloted in the 2012/13 year.<br />
5.3.7 Human Resources Management and Development -<br />
Recruitment and Appointment<br />
<strong>The</strong> recruitment and appointment of judicial officers and staff,<br />
beginning with the Chief Justice, and focusing largely on senior<br />
staff levels, is another key highlight of the year. In 2011/12 251<br />
new staff were appointed by the Judicial Service Commission,<br />
with a significant number (143, or 57%) being female. <strong>The</strong><br />
<strong>Judiciary</strong> recognises that gender balance is a key feature of its<br />
recruitment and appointment processes. Overall staff numbers<br />
by the end of the year stood at 4,192. (See Annex 8)
