6.4 Finance & Resource Development – 2011/12 Financial<br />

Review<br />

6.4.1 Overall Financial Review<br />

Overall spending against budget is shown in Table 6.1. On the<br />

recurrent account, spending levels were at 99.9 per cent across<br />

the <strong>Judiciary</strong>. On the development account, however, underspending<br />

in the amount of KSh371 million was observed.<br />

A great proportion of this under-spending (KSh307 million) relates<br />

to the suspension of an ongoing court digitisation project, pending<br />

its review and realignment with the <strong>Judiciary</strong> Transformation<br />

Framework.<br />

A further KSh58 million in under-spending was occasioned by<br />

delays in procuring consultants to support the <strong>Judiciary</strong> through<br />

external development partner funding.<br />

This under-spending fell under the <strong>Judiciary</strong> Headquarters,<br />

signifying that, at court station level, all spending was on target.<br />

This is illustrated in Figure 6.4.
