<strong>The</strong> dramatic growth in revenues is explained in two parts. First,<br />
through a resolution dated April 14, 2010, Parliament directed<br />
that all court fees and other appropriations-in-aid received by the<br />
<strong>Judiciary</strong> should be transferred straight into amended accounting<br />
treatment for 2011/12 which shows all revenue generated by the<br />
<strong>Judiciary</strong> even though it is not available for its immediate use (the<br />
comparative figure for 2010/11 represents prior revenues generated<br />
by the <strong>Judiciary</strong> excluding court fees).<br />
Allowing for this accounting adjustment, there is sufficient evidence<br />
to suggest that faster disposal of cases and improved collection<br />
control measures have contributed to the large increase in<br />
revenues. On this basis, therefore, the <strong>Judiciary</strong> has projected total<br />
revenue collections in 2012/13 at KSh1.4 billion.<br />
6.4.4 Deposits and Funds held in Trust<br />
As noted in the Report of the Taskforce on Judicial Ethics and<br />
Governance , deposits have been a major financial management<br />
concern in the past, and this continues to be the case. A summary<br />
of the end-year deposit situation – which covers courts across the<br />
country - is presented in Table 6.4.<br />

Streamlining the management of these deposits and funds held<br />
in trust is core to the <strong>Judiciary</strong>’s transparency and accountability<br />
agenda, and arrangements are already in place to ensure that<br />
a robust and efficient deposit management system is quickly<br />
established across the country.
