5.3.19 Jurisprudence and Judicial Practice: Promoting<br />
Knowledge Generation and Transfer through Partnerships<br />
<strong>The</strong> <strong>Judiciary</strong> is fully committed to a culture of learning and<br />
inquiry as a means of developing a progressive and indigenous<br />
jurisprudence. In order to harvest the collective intelligence<br />
and intellectual commons, JTI will establish a portfolio to lead<br />
multidisciplinary research on frontier and emerging issues in<br />
jurisprudence and on other wide range of legal, policy and<br />
judicial issues.<br />
Going forward, we will nurture an interface between the<br />
Bench and legal academia by providing space for thought<br />
on a variety of legal issues that remain untested by the judicial<br />
optics. JTI will also strengthen further collaboration with other<br />
justice sector institutions, and other judiciaries in the region and<br />
globally.<br />
5.3.20 Jurisprudence and Judicial Practice: Policy Development,<br />
Research and Advisory Initiatives<br />
<strong>The</strong> Institute is commissioning multidisciplinary research on<br />
various aspects of the judicial process, such as sentencing and<br />
bail, with a view to developing policy guidelines. <strong>The</strong>se policies<br />
will provide guidance and ensure that the exercise of discretion<br />
is judicious meets the highest standards of professionalism.<br />
Another key achievement is the development of a draft Code of<br />
Conduct for judicial officers before enactment in accordance<br />
with the law. Going forward, the JTI will also commission the<br />
publication and regular review of judicial bench-books, toolkits<br />
or handbooks for judges, judicial officers, staff, other court users<br />
and the public. In the coming year, the Institute will establish<br />
a resource centre with a library, communications facility, and<br />
online educational platform.
