6.2.2 Establishing the <strong>Judiciary</strong> Fund and Improving Public Financial<br />
Management and Overall Value for Money<br />
<strong>The</strong> second key challenge facing the <strong>Judiciary</strong> going into the<br />
2011/12 year was two-fold: first, to operationalise the <strong>Judiciary</strong> Fund,<br />
and second, to strengthen its overall public financial management<br />
(PFM) system along the lines of the recommendations contained<br />
in the earlier-mentioned Report of the Task Force on Judicial Ethics<br />
and Governance, but equally reflective of the <strong>Judiciary</strong>’s new<br />
constitutionally and publicly mandated transformation context.<br />
6.2.3 <strong>The</strong> Year 2011/12 Context in Summary<br />
As with many other facets of the <strong>Judiciary</strong>’s work, 2011/12 began<br />
within a mixed context of opportunity, and great challenges that<br />
needed to be settled.<br />
6.3 Medium-Term Agenda for Change<br />
In the medium-term, improved finance and resource development<br />
within the <strong>Judiciary</strong> is envisaged under the <strong>Judiciary</strong> Transformation<br />
Framework 2012-2016 to encompass the strategic agenda<br />
secure adequate infrastructure and sufficient resourcing. <strong>The</strong> key<br />
result areas for this are obtaining resources and value for money<br />
by establishing a sound and robust <strong>Judiciary</strong> Public Financial<br />
Management framework built around the <strong>Judiciary</strong> Fund. It also<br />
requires mobilising internal and external resources for the successful<br />
implementation of the JTF and ensuring the achievement of valuefor-money<br />
in the use of all its resources.
