In order to support staff optimisation, a more comprehensive HR<br />

inventory and knowledge/skills appraisal is under way and will<br />

be completed by December 2012. This will provide important<br />

information for HR planning and related decisions based on<br />

the refined organisational structure.<br />

5.3.15 Human Resource Management and Development -<br />

Capacity Support from other Public Sector Agencies<br />

<strong>The</strong> launch of the JTF has created a new demand for high<br />

calibre human resources, much of which was absent in the<br />

<strong>Judiciary</strong>. In order to deal with these capacity gaps, especially<br />

at management level, the <strong>Judiciary</strong> has sought and received<br />

human capacity support from several public sector agencies,<br />

including the Directorate of Personnel Management, Ministry of<br />

Finance/Treasury, Ministry of Planning, National Development<br />

and Vision 2030, the Directorate of Public Procurement, the<br />

Ethics and Anti-Corruption Commission and the Ministry of Public<br />

Works, among others.<br />

5.3.16 Human Resource Management and Development -<br />

Capacity Support through External Technical Assistance<br />

<strong>The</strong> new demand for high caliber human resource also relates<br />

to short-term assistance required for the completion of specific<br />

tasks. For this, the <strong>Judiciary</strong> has turned to development<br />

partner support, filling existing capacity gaps have been<br />

filled through short-term, output-oriented consultancies in the<br />

areas of justice sector policy and legal expertise, strategy and<br />

strategic management, planning, budgeting, public financial
