6.5.3 Cascaded Strategic Planning, Work Planning and<br />

Budgeting<br />

With the <strong>Judiciary</strong> now much more visible as an actor in the<br />

national budget dialogue, concomitant effort is required<br />

to ensure that any increased resources raised are taken to<br />

where they are most needed – in court stations where justice is<br />

delivered. Bearing this in mind, a process is ongoing to develop<br />

strategic plans at devolved level (see Chapter 5 for details),<br />

and then translate these into annual work plans and budgets.<br />

Through this inclusive, participatory and (for the <strong>Judiciary</strong>)<br />

innovative process, strategic plans are being finalised for all<br />

court stations in Kenya, while work plans for the current 2012/12<br />

financial year, and the forthcoming 2013/14 financial year have<br />

already been developed.<br />

By the end of this cascading process, all court stations, as well<br />

as directorates, executive and registrar offices, and envisaged<br />

regional structures will all possess medium-term and short-term<br />

plans as a vital tool for implementing the <strong>Judiciary</strong> Transformation<br />

Framework, while planning and budgeting capacity will have<br />

been developed across the country.<br />

6.5.4 Partnership with the World Bank on the Judicial<br />

Performance Improvement Project<br />

This project was initially launched in 2007 but did not make<br />

any substantial progress due to variety of circumstances.<br />

Since February 2012, significant <strong>Judiciary</strong> time has been spent<br />

preparing a new JPIP project, which will provide the support in<br />

court administration and case management, training and staff<br />

development, and project management to the tune of US$120<br />

million. Final negotiations on the project were completed at the<br />

end of September 2012, and the project is expected to formally<br />

commence in early 2013.<br />

6.5.5 Partnership with the United Nations Development<br />

Programme (UNDP) on Establishment of a Multi-Donor Basket<br />

Fund to support the <strong>Judiciary</strong> Transformation Framework
