FINAL SAMPLING AND ANALYSIS PLAN - Documents for Moffett Field

All laboratories will be evaluated by the Naval Facilities Engineering Services Center
(NFESC) or will hold the Department of Defense (DoD) Environmental Laboratory
Accreditation Program (ELAP) certification, and the California Department of Public Health
ELAP certification (for methods certified by California). For removal actions at installation
restoration (IR) sites, data will be validated at 80 percent (%) Level III and 20% Level IV as
described in the NAVFAC SW Environmental Work Instruction #1 (SWDIV 2001) by a
third party for all samples except Investigation-Derived (IDW), air quality monitoring, and
process sampling. AMEC chemists will evaluate the data against Data Quality Objectives
(DQOs) specified in this SAP.
This SAP consists of 37 worksheets organized according to the Uniform Federal Policy for
Quality Assurance Project Plans (UFP-QAPP) (EPA 2005). The UFP-QAPP is the resulting
product of the Intergovernmental Data Quality Task Force (IDQTF). It is the companion to
the Uniform Federal Policy for Implementing Environmental Quality Systems (UFP-QS).
The UFP-QS was developed to consistently implement the quality system requirements of
(American National Standards Institute/American Society for Quality) ANSI/ASQ E4-2004
Quality Systems for Environmental Data and Technology Programs (ANSI 2004). A list of
the worksheets is provided in the Table of Contents.
