EXECUTIVE SUMMARY
AMEC Earth & Environmental, Inc., (AMEC) has been contracted by Naval Facilities
Engineering Command Southwest (NAVFAC SW) under Contract Task Order (CTO) 0005
to manage and perform the removal action for Hangar 1 at Former Naval Air Station Moffett
Field (Moffett Field), located in Moffett Field, California. This document presents the
Sampling and Analysis Plan (Field Sampling Plan and Quality Assurance Project Plan;
hereafter referred to as the SAP) for the Hangar 1 removal action and was prepared in
concurrence with the Draft Non-Time-Critical Removal Action Work Plan (Work Plan).
This SAP meets the updated Uniform Federal Policy for Quality Assurance Project Plans
(UFP-QAPP) (U.S. Environmental Protection Agency [EPA] 2005) and EPA Guidance for
Quality Assurance Project Plans, EPA Quality Assurance (QA)/G-5, Quality Assurance
Manual (QAM) (U.S. EPA 2002) requirements.
Moffett Hangar 1 was constructed in 1932 to house airships as part of the Navy’s Lighterthan-Air
program. Construction materials used included Robertson Protected Metal siding,
now known to contain polychlorinated biphenyls (PCBs) and asbestos. Hangar 1 was coated
with a lead-based paint that contains PCBs. PCBs are a probable human carcinogen and
ecological contaminant that bioaccumulates in the environment. Hangar 1 was also used for
aircraft maintenance, training facilities, and office space. Control of property management
of Hangar 1 was transferred to National Aeronautics and Space Administration (NASA)
under the Base Realignment and Closure (BRAC) program in 1994. During this time, the
facility was used for air shows, open houses, a field museum, and various other public and
commercial activities. In 1997, routine cleaning and sampling activities of a settling basin
located approximately 2,000 feet northwest of Hangar 1 indicated the presence of a
relatively uncommon PCB, Aroclor 1268. Hangar 1 was suspected as the source of the PCBs
in the sediment samples. Subsequent investigations included sampling of the Hangar 1
exterior construction materials, the interior paint, and ambient air outside and inside Hangar
1, as well as stormwater and stormwater sediment. Data gathered from the investigations
confirmed Hangar 1 as the PCB source.
In July 2003, the Regional Water Quality Control Board (Water Board) was notified by
NASA of the presence of Aroclor 1260 and Aroclor 1268 in the stormwater collection
trench. Due to health and safety concerns, Hangar 1 was closed in 2003 to all access except
for essential maintenance, abatement, or environmental cleanup. In September of 2003
NASA conducted a Time-Critical Removal Action (TCRA) which involved cleaning out and
characterizing sediment residue in the stormwater collection trench surrounding Hangar 1.
In October of 2003 the Navy conducted a TCRA which involved pressure washing the
exterior surface and the surrounding area of the hangar, coating the corrugated siding with
an asphalt emulsion, and installing a security fence.
