expand the radius as necessary.
2 SAP Ecological Receptors: Please
include justification for why the soil
areas adjacent to Hangar 1 are not
considered ecologically important.
Likewise, if the radius of potential
impact expands in the next revision
of this SAP, the Navy should
evaluate potential ecological
impacts in other nearby unpaved
areas that may be considered
habitat. An alternative to expanding
the baseline soil sampling radius
due to ecological concerns would be
to expand air monitoring to include
potential habitat areas that could be
impacted by the removal action.
3 Worksheets 11, 14, 15, 17 The rationale for the where the
samples are located and the number
of samples for each area (concrete
pad, soil, etc.) is not provided. Also,
the soil areas should be fully
characterized. Due to the large
height of Hangar 1, PCBs could be
found at 35 ft from the edge of the
pavement even if they are not found
at 20 ft; thus, the Navy should
sample at 35 ft from the pavement
edge regardless of the 20 ft results.
Revise the SAP to provide the
rationale for the selected sampling
locations, indicate if the sample
The Pre-Final Draft will provide
references to substantiate that the
soil areas adjacent to the hangar
are not ecologically sensitive.
Additional site description
information will be provided that
defines the distance of other
potential nearby habitats from the
hangar.
