1 Worksheet 10 Scope of Soil Sampling: Worksheet
#10 of the Draft Sampling and
Analysis Plan (SAP) states that one
of the objectives of the soil
sampling is to "verify that the
removal is executed without the
release of PCBs into the
environment as a result of the
removal action." However, it is not
clear how the area of potential
impact due to the removal action
was determined. The soil sampling
design proposed assumes that
possible PCB releases during the
removal action will deposit on the
soil within 35 ft of the Hangar
footprint. Please revise the report to
include justification why the 35 ft
radius is considered appropriate or

The soil sampling strategy will be
revised. A grid approach will be
utilized to collect soil samples
from soil areas on the east side of
the Hangar. The grid will cover the
entire soil area. Language
regarding a lateral step-out
approach will be eliminated.
