The competentauthority, after consultingthe representativeorganisations of employersand workers concerned,shall establish safety andhealth requirements for thehandling and transport ofmaterials, particularly onmanual handling. Suchrequirements shall be basedon risk assessment,technical standards andmedical opinion, takingaccount of all the relevantconditions under which thework is performed inaccordance with nationallaw and practice.2.
