Manual 6:HOW TO RATIFY & USE ILO CONVENTION NO. 184ON SAFETY & HEALTH IN AGRICULTUREPART IV – OTHER PROVISIONS – WELFARE ANDACCOMMODATATION FACILITIESArticle 19: National laws <strong>and</strong> regulations or the competent authority shall prescribe,after consultation with the representative organisations of employers <strong>and</strong>workers concerned:WHAT THE CONVENTIONSAYS(a) the provision ofadequate welfare facilitiesat no cost to the worker;<strong>and</strong>WHAT YOUR LAWSSAYAMENDMENTS NEEDEDTO YOUR NATIONAL LAW(b) the minimumaccommodation st<strong>and</strong>ardsfor workers who are requiredby the nature of the work tolive temporarily orpermanently in theundertaking.IUF Comment on Article 19The provision of adequate welfare facilities in Article 19.1 (a) now has the importantqualification, “at no cost to the worker”. Paragraph 10 of the Recommendation goes intomore details about what is required (see below)ILO Recommendation No. 192 on <strong>Safety</strong> <strong>and</strong> <strong>Health</strong> in AgricultureParagraph 10. To give effect to Article 19 of the Convention, employers should provide, asappropriate <strong>and</strong> in accordance with national law <strong>and</strong> practice, to workers in agriculture:(a) an adequate supply of safe drinking water;(b) facilities for the storage <strong>and</strong> washing of protective clothing;(c) facilities for eating meals, <strong>and</strong> for nursing children in the workplace where practicable;(d) separate sanitary <strong>and</strong> washing facilities, or separate use thereof, for men <strong>and</strong> womenworkers; <strong>and</strong>(e) work-related transportation.312 <strong>Health</strong>, <strong>Safety</strong> <strong>and</strong> <strong>Environment</strong>A Series of Trade Union EducationManuals for Agricultural Workers
