Manual 6:HOW TO RATIFY & USE ILO CONVENTION NO. 184ON SAFETY & HEALTH IN AGRICULTUREPART IV – OTHER PROVISIONS – WELFARE ANDACCOMMODATATION FACILITIESArticle 19: National laws and regulations or the competent authority shall prescribe,after consultation with the representative organisations of employers andworkers concerned:WHAT THE CONVENTIONSAYS(a) the provision ofadequate welfare facilitiesat no cost to the worker;andWHAT YOUR LAWSSAYAMENDMENTS NEEDEDTO YOUR NATIONAL LAW(b) the minimumaccommodation standardsfor workers who are requiredby the nature of the work tolive temporarily orpermanently in theundertaking.IUF Comment on Article 19The provision of adequate welfare facilities in Article 19.1 (a) now has the importantqualification, “at no cost to the worker”. Paragraph 10 of the Recommendation goes intomore details about what is required (see below)ILO Recommendation No. 192 on Safety and Health in AgricultureParagraph 10. To give effect to Article 19 of the Convention, employers should provide, asappropriate and in accordance with national law and practice, to workers in agriculture:(a) an adequate supply of safe drinking water;(b) facilities for the storage and washing of protective clothing;(c) facilities for eating meals, and for nursing children in the workplace where practicable;(d) separate sanitary and washing facilities, or separate use thereof, for men and womenworkers; and(e) work-related transportation.312 Health, Safety and EnvironmentA Series of Trade Union EducationManuals for Agricultural Workers
