EUR 6-12<strong>Regional</strong> Supplem<strong>en</strong>tary <strong>Procedures</strong>6.12.4.1.2 Wh<strong>en</strong> introduced betwe<strong>en</strong> adjac<strong>en</strong>t area control c<strong>en</strong>tres for the purpose of activation and updating of FPLmessages or RPLs, data processing shall be based upon the messages and procedures described in 6.12.4.2, 6.12.4.3and 6.12.4.4.6.12.4.1.3 The minimum requirem<strong>en</strong>t for the activation of flight plan data shall be the cont<strong>en</strong>t of the boundaryestimate (EST) message. Wh<strong>en</strong> so agreed betwe<strong>en</strong> adjac<strong>en</strong>t units, the activate (ACT) message shall be used instead ofthe EST message, <strong>en</strong>abling additional information to be transmitted.6.12.4.1.4 The means of communication to be employed and the procedures to be applied for the exchange ofmessages in the computer-assisted coordination process shall be specified by bilateral agreem<strong>en</strong>t betwe<strong>en</strong> the ATCunits concerned.6.12.4.2 Messages6.12.4.2.1 The EST message and the ACT message shall be the alternative means employed to achieve flight planactivation. The EST message shall contain Field Types 3, 7, 13a, 14 and 16a. The ACT message shall contain FieldTypes 3, 7, 13a, 14 and 16a, id<strong>en</strong>tical to that of the EST message and, in addition, one or more Field Types 22 asbilaterally agreed betwe<strong>en</strong> adjac<strong>en</strong>t ATC units for the inclusion of other curr<strong>en</strong>t information associated with the flight plan.6.12.4.2.2 The safeguarding of the transmitted message is achieved through the logical acknowledgem<strong>en</strong>t message(LAM) which is s<strong>en</strong>t by the receiving ATS unit to the s<strong>en</strong>ding ATS unit. The LAM shall contain Field Type 3 (messagetype, number and refer<strong>en</strong>ce data) with refer<strong>en</strong>ce to the appropriate ATS message which it acknowledges.Example:Meaning:(LAMP/M178M/P100)LAM s<strong>en</strong>t by Paris (P) to Maastricht (M) followed by the s<strong>en</strong>ding unit serial number (178) ofthis message, followed by the ATS unit id<strong>en</strong>tifiers (M/P) and serial number (100) or relatedestimate.6.12.4.3 Operational procedure6.12.4.3.1 The following basic rules shall apply for the use of EST and ACT messages:a) These messages shall be automatically g<strong>en</strong>erated, exchanged and processed to obviate humaninterv<strong>en</strong>tion to the ext<strong>en</strong>t practicable.b) A single message shall be s<strong>en</strong>t in respect of each flight due to be transferred and any subsequ<strong>en</strong>trevision shall be the subject of verbal coordination.c) The message shall provide the most rec<strong>en</strong>t information available on all transfer conditions at the timeof transmission.d) Acceptance by the receiving unit of the transfer conditions implied in the message shall be assumed,unless the receiving unit initiates verbal coordination to am<strong>en</strong>d the transfer conditions.Note.— Bilateral arrangem<strong>en</strong>t may be required to cover the ev<strong>en</strong>t of failure of the ATS directspeech circuit.e) There shall be bilateral agreem<strong>en</strong>t as to the boundary point and transmission times for each route.The normal transmission time shall be 15 minutes before the flight concerned is expected to cross theboundary.30/11/07
