Chapter 3.COMMUNICATIONS3.1 AIR-GROUND COMMUNICATIONS AND IN-FLIGHT REPORTING(A2 – Chapters 3 and 5; P-ATM – Chapter 4)Note.— Annex 2, 3.6.5.1 and 5.3.3, require controlled flights and certain IFR flights outside controlledairspace to maintain a continuous list<strong>en</strong>ing watch on the appropriate radio channel. The PANS-ATM, 4.11.2, allows theappropriate ATS authority to limit the elem<strong>en</strong>ts required in position reports in specified circumstances. The followingexpands such requirem<strong>en</strong>ts and specifies additional details regarding the transmission and cont<strong>en</strong>t of in-flight reports.3.1.1 Communications equipm<strong>en</strong>tNil.3.1.2 Continuous list<strong>en</strong>ing watch in uncontrolled airspace3.1.2.1 Aircraft flying within uncontrolled airspace may be requested to maintain a continuous watch on theappropriate air-ground frequ<strong>en</strong>cy of the ATS unit serving the flight information region within which the aircraft is flying.3.1.3 Position reportsNil.3.1.4 Abbreviated reports3.1.4.1 Abbreviated position reports should only contain the aircraft id<strong>en</strong>tification, position, time and flight level oraltitude, unless otherwise specified.3.1.4.2 In defined portions of the airspace, designated by the appropriate ATS authority, where:a) through secondary surveillance radar (SSR), individual id<strong>en</strong>tity and verified Mode C information areperman<strong>en</strong>tly available in the form of labels associated with the radar position of the aircraft concerned;andb) reliable air-ground communications coverage and direct pilot-to-controller communications exist,the initial call after changing a radio channel may contain only the aircraft id<strong>en</strong>tification and level; subsequ<strong>en</strong>tly, positionreports may contain only aircraft id<strong>en</strong>tification, position and time.3.1.5 Read-back of VHF channels3.1.5.1 Wh<strong>en</strong> instructed to contact an ATS unit on a differ<strong>en</strong>t VHF communication channel, the pilot shall readback the newly assigned channel.EUR 3-1 30/11/07
