<strong>Regional</strong> Supplem<strong>en</strong>tary <strong>Procedures</strong> EUR 4-5Means of compliance(A2 – Chapter 5; A6, Part I – Chapters 4, 7 and App<strong>en</strong>dix 4;A6, Part II – Chapter 7 and App<strong>en</strong>dix 2)4.2.3 Except for State aircraft, operators int<strong>en</strong>ding to conduct flights within the volume of airspace specified in4.2.1 and 4.2.2 where RVSM is applied shall require an RVSM approval either from the State in which the operator isbased or from the State in which the aircraft is registered. To obtain such an RVSM approval, operators shall satisfy thesaid State that:a) aircraft for which the RVSM approval is sought have the vertical navigation performance capabilityrequired for RVSM operations through compliance with the criteria of the RVSM minimum aviationsystem performance standards (MASPS);b) they have instituted procedures in respect of continued airworthiness (maint<strong>en</strong>ance and repair)practices and programmes; andc) they have instituted flight crew procedures for operations in the EUR RVSM airspace specified in 4.2.1and 4.2.2.Note 1.— An RVSM approval is not restricted to a specific region. Instead, it is valid globally on theunderstanding that any operating procedures specific to a giv<strong>en</strong> region, in this case the EUR Region, should bestated in the operations manual or appropriate crew guidance.Note 2.— Aircraft that have received State approval for RVSM operations will be referred to as “RVSMapprovedaircraft”.Note 3.— Aircraft that have not received State approval for RVSM operations will be referred to as “non-RVSM-approved aircraft”.Note 4.— Detailed technical guidance material on the airworthiness, continued airworthiness, and theoperational practices and procedures for the EUR RVSM airspace is provided in the Joint Aviation AuthoritiesAdministrative and Guidance Material, Section One: G<strong>en</strong>eral, Part 3: Temporary Guidance Leaflet No. 6. The cont<strong>en</strong>t ofthese docum<strong>en</strong>ts will be supplem<strong>en</strong>ted and updated as required and as new material becomes available._____________________30/11/07
