Chapter 3.COMMUNICATIONS3.1 AIR-GROUND COMMUNICATIONS AND IN-FLIGHT REPORTING3.1.1 Communications equipm<strong>en</strong>tNil.3.1.2 Continuous list<strong>en</strong>ing watch in uncontrolled airspace(A2 – Chapters 3 and 5; P-ATM – Chapter 4)3.1.2.1 All VFR flights, and IFR flights outside controlled airspace, shall maintain a list<strong>en</strong>ing watch on thefrequ<strong>en</strong>cy where flight information service is provided and report position unless otherwise authorized by the Stateoverflown.Time or place3.1.3 Position reports(A2 – Chapters 3 and 5; P-ATM – Chapter 4)3.1.3.1 Position reports additional to those required by the g<strong>en</strong>eral position reporting procedures shall be made atthe flight information region boundary wh<strong>en</strong> <strong>en</strong>tering or existing Panama FIR.3.1.3.2 Unless otherwise required by air traffic services, position reports for flights on routes not defined bydesignated reporting points shall be made at the significant points listed in the flight plan.3.1.3.3 States should establish reporting points at locations fulfilling operational requirem<strong>en</strong>ts as set forth inAnnex 11, 2.13.1, 2.13.3 and App<strong>en</strong>dix 2. Except where operational <strong>cons</strong>iderations dictate otherwise, those pointsshould be located at intervals of 5 degrees of latitude or longitude (latitude if the route is predominantly north-south,longitude if east-west).3.1.3.4 Aircraft traversing 10 degrees of latitude or longitude in 1 hour and 20 minutes or less should normally berequired to report only at 10-degree intervals. Slower aircraft should normally be required to report at 5-degree intervals.3.1.3.5 For flights in oceanic areas outside the ATS routes network, the position shall be expressed in terms oflatitude and longitude as follows:a) for flights operating predominantly east-west direction:1) latitude in degrees and minutes; and2) longitude in degrees only;CAR 3-1 30/11/07
