HCAD 640 Financial Management for Health CareOrganizations (3)(Formerly ADMN 672.) Prerequisite: MGMT 640. An in-depthstudy <strong>of</strong> health care economics and the financial management <strong>of</strong>health care organizations. The economic principles underlyingthe American health care market and the financial management<strong>of</strong> health services organizations within that market are examined.Analysis covers free market and mixed market economies; barriersto free market economies; health care industry regulation,licensure, and certification; and various coverage and health carepayment mechanisms. Topics also include reimbursement mechanismsand their effect on health care provider organizations,managed care, capitation, and per case or per diagnosis payment,as well as how these financial strategies are utilized by third-partypayers. Focus is on financial challenges, such as uncompensatedcare, cost increases, increased competition, and increased regulationand how health care providers should respond to them.Financial management techniques are also discussed.HCAD 650 Legal Aspects <strong>of</strong> Health Care Administration (3)A comprehensive analysis <strong>of</strong> the more significant legal issuesencountered by health care administrators and the ramifications<strong>of</strong> those issues. Both theoretical and practical applications <strong>of</strong> laware addressed with an analytical focus on the prompt identification<strong>of</strong> legal and bioethical issues arising from and affectingvarious health care employment settings. The intersection <strong>of</strong>law, ethics, and bioethics is scrutinized in various contexts. Theprinciples <strong>of</strong> health care law in a complex constitutional systemare examined in relation to current proposals and policy developmentsin areas such as privacy, contracts, tort reform, and theregulation <strong>of</strong> the health care marketplace. Topics include legaland regulatory constraints imposed on the health care industry,the liability <strong>of</strong> health care providers, the rights <strong>of</strong> patients,employment law and labor relations, and administrative law forhealth care organizations.HCAD 660 Health Care Institutional Organization andManagement (3)(Formerly ADMN 674.) Prerequisite: MGMT 615. A study<strong>of</strong> the nature <strong>of</strong> management and how it is applied in varioushealth care settings. Contemporary theories, critical perspectives,models, and best practices designed to foster performanceexcellence in the highly competitive health care environment areexamined. Discussion also addresses the complexities and challenges<strong>of</strong> health systems.HCAD 670 Health Care Administration Capstone (3)(Formerly HCAD 690.) Prerequisite: Completion <strong>of</strong> 30 credits<strong>of</strong> program coursework. A capstone study <strong>of</strong> health care administrationthat integrates knowledge and skills gained from previousstudy in the development <strong>of</strong> a systems approach to healthcare administration. Focus is on public and private health caredelivery systems, alliances with internal and external environments,and strategic decision making and implementation in therapidly evolving global arena <strong>of</strong> health care administration.HRMD (Human Resource Managementand Development)HRMD 610 Issues and Practices in Human ResourceManagement (3)(Formerly ADMN 662.) An overview <strong>of</strong> the human resourcemanagement pr<strong>of</strong>ession, including the theories, research, andissues related to human resource management within modernorganizations. The roles, responsibilities, relationships,functions, and processes <strong>of</strong> human resource management arediscussed from a systems perspective. Expectations <strong>of</strong> variousstakeholders, such as government, employees, labor organizations,staff/line management, and executive management, areexplored. Particular attention is given to the general legal principlesand provisions that govern human resource activities. Thespecialty areas <strong>of</strong> employee relations, staffing, human resourcedevelopment, compensation, and organizational developmentare described. Current topics, such as human resource informationsystems and globalization, are addressed.HRMD 620 Employee Relations (3)(Formerly ADMN 661.) An investigation <strong>of</strong> the rights andresponsibilities <strong>of</strong> employees and organizations in union andnonunion environments in the United States. The legal frameworkis reviewed, primarily at the federal level, and the strategicfit <strong>of</strong> the employee relations program/services within the organizationis examined. Discussion covers current issues, such asequal employment opportunity, privacy, drug testing, wrongfuldischarge, health and safety, and pension and benefit plans, aswell as public-sector and global issues.w w w.umuc.edu / grad 105
