UNIVERSITY POLICIESB. Directory Information1. UMUC designates the following categories ofinformation as directory information:a. Name;b. Major field of study;c. Dates of attendance;d. Degrees and awards received;e. Previous educational institution most recentlyattended; andf. Birth date.2. Directory information may be disclosed in theabsence of consent unless the student files a writtennotice, within three weeks of the first day inwhich the student is enrolled, informing UMUCnot to disclose any or all of the categories. To preventautomatic disclosure of directory information,this notice must be filed annually within the timeallotted above, with the appropriate custodian ofthe education records, as defined in this policy.C. Additional Disclosures Without Prior ConsentPrior consent is not required for disclosure of educationrecords or the personally identifiable informationcontained therein in the following circumstances:1. The disclosure is to other school officials generallywithin the University System of Maryland (USM)or UMUC who have legitimate educationalinterests.a. “School officials” includes internal and externalinstructional or administrative personnelwho are or may be in a position to use theinformation in furtherance of a legitimate educationalobjective, such as to provide studentservices. This includes, but is not limited to,faculty, staff members, and security personnel.b. “Legitimate educational interests” includeinterests directly related to the academicenvironment.2. The disclosure is to officials of other schools inwhich a student seeks to enroll or is enrolledfor purposes related to the student’s enrollmenttransfer. Upon his or her request and at his or herexpense, the student is provided with a copy of therecords that have been transferred.3. The disclosure is to authorized representatives ofthe comptroller general of the United States, thesecretary of the U.S. Department of Education,and state or local educational authorities.4. The disclosure is to authorized persons and organizationsin connection with a student’s applicationfor, or receipt of, financial aid—but only to theextent necessary for such purposes as determiningeligibility, amount, conditions, and enforcement ofterms and conditions.5. The disclosure is to state and local officials towhom, according to effective state law adoptedprior to November 19, 1974, such information isspecifically required to be reported.6. The disclosure is to organizations conductingeducational studies for the purpose of developing,validating, or administering predictive tests,administering student aid programs, and improvinginstruction, pursuant to a written agreement.The studies shall be conducted so as not to permitpersonal identification of students or parents toindividuals other than the representatives of theorganization conducting the study who have legitimateinterests in the information and so that theinformation is destroyed or returned to UMUCwhen it is no longer needed for those purposes.7. The disclosure is to accrediting organizations forpurposes necessary to carry out their functions.8. The disclosure is to the parent of a student who isdependent for income tax purposes. (Note: UMUCmay require documentation of dependent status,such as copies of income tax forms.)9. The disclosure is to comply with a judicial order orlawfully issued subpoena. Unless expressly prohibitedby the subpoena, UMUC will make a reasonableeffort to notify the student or parent of the order orsubpoena in advance of compliance in order to givethem time to seek protective action. unlessi. The subpoena is issued by a federal grand juryand the court ordered that the existence orcontents of the subpoena or the informationfurnished in response to the subpoena not bedisclosed, orii.
