If the sector is to arm itspeople to do this work it must monitor its work closely.A Water Supply <strong>and</strong> Sanitation Collaborative Council joint report*with the World Health Organisation <strong>and</strong> UNICEF concluded: Due toinadequate advocacy <strong>and</strong> promotion of the sector in the past, theunserved population continues to grow.
