Governments should recognize the singular importance of home-based care <strong>for</strong> peoplewith <strong>HIV</strong>/<strong>AIDS</strong> <strong>and</strong> ensure that hospitals are able <strong>to</strong> offer appropriate back-up <strong>and</strong>support.7. Governments should ensure the availability of both opioid <strong>and</strong> nonopioid analgesics.Further, they should make realistic determinations of their opioid requirements <strong>and</strong>ensure that annual estimates submitted <strong>to</strong> the International Narcotics Control Boardreflect actual needs.8.
