<strong>Environmental</strong> and <strong>Social</strong> <strong>Management</strong> <strong>Framework</strong>(2) External MonitoringThus type of monitoring, carried out by an independent monitoring agency, willassess the extent to which resettlement and rehabilitation objectives have beenmet. The Project Implementing Units (with approval from World Bank as to ToRand qualifications and experience of monitoring agency) will recruit, for the entireproject, an independent external monitoring agency/consultants for independentbi-annual review of RAP and VCDP implementation to determine whetherintended goals are being achieved, and if not, what corrective actions areneeded. The independent monitoring agency shall carry out a replacement costsurvey to verify and update the district compensation rates in each and ensurethat the current market rates are applied and are acceptable as replacementvalues to both APs and DoR. The independent agency will carry out field visitsand consultation with the vulnerable and endogenous communities. The findingsof the external monitoring reports will be subject to public disclosure through apublic consultation a meeting.
